    Power BI has connected experiences for creating, distributing, and consuming analytics. Choosing the right one keeps authoring work, collaboration, and viewing in the right place.

    Desktop is the primary authoring experience, the service is the sharing and collaboration experience, and Mobile is a viewing experience.

  2. Choose the working experience

    Desktop supports the work that turns raw data into an analytical product. Its Power Query Editor transforms data, while its modeling tools create relationships, calculations, and DAX. Its report-design tools then place visuals on report pages.

    The service takes the product into its operational life: publishing, sharing, collaboration, scheduled refresh, and security. Both Desktop and the service can connect to data and create visualizations, but Desktop provides the fuller modeling and design environment.

    A common workflow is therefore:

    1. Author the model and report in Desktop.
    2. Publish the content to the service.
    3. Share and manage it in the service.
    4. Consume it in a browser or through a Mobile app.

  4. Build from a semantic model to a visualization

    The content hierarchy separates organized data from its presentation. A semantic model is the container of data that designers use to build reports, dashboards, and apps. It can combine multiple data sources into a single model. Older Power BI material may call the same item a dataset.

    For example, a semantic model could combine sales from an Excel file with targets from a database, relate the tables, and define a revenue measure. The model supplies one organized data layer; it is not itself a report page or dashboard tile.

    This distinction matters whenever a question asks what sits behind the presentation. Reports and dashboards show data, but the semantic model organizes and supplies it.

  5. Build from a semantic model to a visualization

    A visualization is an interactive chart or another visual representation that displays data from reports and semantic models. A bar chart, line chart, or map can let a user slice, filter, or drill into data.

    One visualization is only a building block. It is not the complete analytical document, the shared data container, or the place where a team manages content. A report can place several visualizations alongside text and graphics, and can repeat that pattern across pages.

    Keep the boundary clear:

    Use a report when people need focused, interactive exploration. A report contains one or more pages of interactive visuals, text, and graphics, and every page in that report is based on a single semantic model. Its pages can be organized around related questions or areas of interest.

    Imagine a sales analysis with an overview page, a product page, and a regional page. The pages ask different questions, but all three use the same organized sales model. Filters and drill actions let consumers move from summary to detail.

    The defining clues are therefore one or more pages, interactive content, and one semantic model. A workspace may contain the report, but it is not the report; a visualization may appear on a page, but it is not the whole report.

  8. Choose a report or a dashboard

    Use a dashboard when the priority is a concise monitoring or storytelling view. A dashboard is a single screen made of tiles that can contain interactive visuals, text, and graphics. It is commonly used to watch important metrics or communicate a compact story.

    A single-screen dashboard is not another name for a multi-page report. Likewise, one dashboard tile is not an organized semantic model or a complete report.

  11. Manage teamwork in a workspace

    A workspace gives designers a collaborative area in which to store and manage reports, dashboards, and other Fabric items. In Microsoft Fabric, those other items can include lakehouses and notebooks. The workspace is the team's management area around the content, not a chart, tile, or report page.

    Creators use workspaces to group related content, collaborate with colleagues, and manage permissions. That makes the workspace the appropriate answer when the need is collaborative storage and management rather than data presentation.

    For example, a finance team could keep its semantic model, monthly report, and executive dashboard together in a Finance workspace while the team develops and maintains them.

  12. Manage teamwork in a workspace

    Workspace access is governed through roles. Admin, Member, Contributor, and Viewer roles control what assigned users can see and do. Creators can assign roles and permissions as part of secure collaboration.

    Do not confuse the access mechanism with the content itself:

    A Power BI app bundles dashboards, reports, and semantic models for distribution to individuals, groups, or organizations. It gives an audience a packaged collection of selected analytical content.

    This app is a content-distribution structure, not the same thing as the Power BI Mobile application. The Mobile app is a client optimized for viewing on a phone or tablet; a Power BI app is the curated collection that consumers access.

    An individual visual cannot take the app's place because it represents only part of the data. A model relationship cannot take its place because it organizes model behavior rather than packaging reports and dashboards for an audience.

    The workspace/app distinction follows who is doing the work and why:

    A creator may first publish and manage content in a workspace, then publish an app that bundles selected reports, dashboards, and semantic models for consumers. Publishing content to a workspace and distributing an app are therefore related actions, but they are not the same action.

    When a scenario asks for a team-controlled management area followed by a packaged audience experience, the order is workspace, then Power BI app.

  17. Recognize creator and consumer activity

    The same Power BI content supports two broad kinds of activity. Creators, also called designers, build and organize reports and dashboards, assign roles and permissions, collaborate with others, and publish apps. Their work shapes both the analytical content and the way it reaches an audience.

    Consumers, also called end users or business users, use what creators provide. They view and explore reports, interact with visuals, apply filters, drill into data, monitor dashboards, and use shared apps. They can also track progress through shared scorecards and metrics.

    The verbs usually reveal the role. Build, organize, assign, and publish point to a creator. View, filter, drill, monitor, and use point to a consumer. The role then helps identify whether the task belongs in an authoring, management, distribution, or viewing experience.
